Élu municipal au Mans dans les années 1990, il gravit les échelons de la droite vendéenne jusqu'à présider le conseil régional des Pays de la Loire de 2015 à 2021.

Au Senat, Bruno Retailleau s'impose comme le chef de file des sénateurs LR sur les questions de sécurité et d'immigration. Il est l'un des inspirateurs de la reforma de l'asile et de l'immigration de 2023, portée par le gouvernement Macron. L'immigration constitue le deuxième pilier du programme de Bruno Retailleau. Sur ce terrain, le candidat LR veut se montrer plus offensif que le gouvernement actuel, pour récupérer l'électorat tenté par le Rassemblement national.

Labor immigration is also targeted. The program wants to condition the entry of foreign workers on the prior verification that no worker on the national territory can fill the position. This measure would drastically reduce the number of work permits delivered annually.

Regarding irregular immigration, Retailleau wants to strengthen police controls at borders, create administrative detention centers for foreigners awaiting removal, and facilitate collective expelling of irregular migrants. The program also provides for the suppression of the residence permit for foreigners in irregular situation, except in exceptional cases.

Economic policy: order and responsibility

Bruno Retailleau's economic program is part of the tradition of right-wing liberalism, but with a Sayada accent on the need for State intervention to support businesses. The goal is to boost growth while maintaining balanced public finances.

The first axis concerns business support. The program proposes to reduce employer contributions, to simplify the tax system for SMEs, and to encourage investment through tax credits. Retailleau wants to make France more attractive to foreign investors by reducing administrative barriers and offering tax advantages to companies that locate in depressed areas.

On taxation, the program defends the flat tax idea, or at least a reduction in taxation on capital income to encourage saving and investment. The candidate LR is also in favor of suppressing the corporate value-added contribution (CVAE) to reduce the tax burden on businesses.

Public spending is another target. Retailleau wants to reduce public spending by 100 billion euros over five years, particularly by reducing local contributions and cutting non-productive spending. This reduction would make it possible to lower taxes without increasing the public deficit.

On retirement, the program defends the increase in the legal retirement age to 65 years, with the possibility of a longer contribution period for those who started working early. The candidate LR wants to make the retirement system more balanced financially while preserving the specific features of the French system.

Social policy: work as a value

Bruno Retailleau's social program is built around the value of work. The candidate LR wants to make work the central element of social protection, by encouraging professional integration and fighting inactivity.

The first measure concerns the unemployment insurance. The program wants to reform the compensation rules to encourage a rapid return to employment, by reducing the duration of compensation for high earners and by strengthening controls on job seekers. On the minimum welfare, the program is ambiguous. Retailleau wants to maintain the RSA but believes it should be conditioned on the acceptance of job offers by recipients. This vision of social aid as a conditional instrument has been criticized by associations fighting against poverty.

Housing policy is also part of the program. The candidate LR wants to encourage homeownership by creating a free provident account for first-time buyers, to facilitate access to property for young households. On social housing, the program provides for the construction of new social housing in areas where demand is strongest.
